Job Description

Salary Range

Journeyman Power Generation Starting Salary: 55 ($57,437/year)

Individuals hired in this position have the opportunity to progress up to $86,155/year, which is the maximum salary for this position as of December 2019.


Position Summary

Under the direction of the Power Generation Manager, inspects, maintains, and repairs diesel, electric, and dual-fuel electric engines and hydro and natural gas turbine generating units for the City of St. George.  Maintains and repairs all auxiliary equipment associated with generating plants, including all City and Airport critical support backup generators to produce electric power for transmission, distribution and critical City facilities.


Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics.  The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

1.            Schedules and performs daily, weekly, monthly, and annual inspections of engines and hydro and natural gas turbines and components to detect malfunctions.  Cleans and lubricates mechanical equipment.  Calibrates and adjusts mechanical, electrical, and electronic metering equipment.

2.            Performs skilled mechanical work in repair, maintenance, and overhaul of diesel and dual-fuel engines, hydro and high-pressure natural gas turbines, industrial HVAC chilling systems, air compressors, pumps, valves, cooling towers, and high pressure natural gas compressors.

3.            Maintains records of repairs, time, parts ordered, and maintenance work on engines using Cityworks Work Order processing to enter and track parts and labor cost, and inventory levels are properly maintained.  Maintains inventory of engine parts and components.  Maintains a working knowledge of OSHA regulations and SDS safety materials to incorporate a safe, clean, and orderly working environment.

4.            Records Emissions Data in Excel format to ensure emissions monitoring QAC Plan compliance for UDEQ (Utah Department of Environmental Quality) permitting standards, gas turbine maintenance records, critical City backup generators to ensure compliance with current Title V Operating Permit is met.

5.            Performs required daily/weekly/monthly maintenance of CEMS (Constant Emissions Monitoring System) equipment and for daily natural gas calibration requirements and procedures are followed for operation.

6.            Diagnoses equipment malfunctions to determine materials required and cost of needed repairs.  Removes parts that are beyond repair and replaces with new or used parts as necessary using hand and power tools, gauges, pullers, cranes, etc.  Fabricates (which includes all types of welding and pipe fitting) and installs plant modifications and upgrades when possible using electrical and mechanical blueprints and schematics.

7.            Operates and controls engines and generators during peak load times by following proper operating procedures for each engine and monitors all critical temperature readings and pressures.

8.            Monitors SCADA and DCS systems and operates load control console and telemetering equipment to assist on operator’s shift if the need arises.

9.            Reviews switching procedures between substations and feeder circuits that involve electrical generation assets. 

10.        Participates on the city’s NERC/WECC Reliability Committee and is responsible to provide evidence of compliance for various Reliability Standards.

11.        Receives, reviews, and prioritizes service calls for all generation facilities.  Contacts service personnel and dispatches repairs with supervisor’s approval.  Coordinates restoration of service with electrical generation using established procedures.

12.        Maintains logs and records of plant operations, repairs, electrical/mechanical switching, and instruments during shift.  Reviews prior shift logs to ensure continued safe operation of equipment.

13.        Works with Programmable Logic Controller (PLC), Human Machine Interface (HMI), and ladder logic programs and troubleshoots internal controls network systems.

14.        Performs other related duties as required.


Typical Physical/Mental Demands/Working Conditions

Moderately heavy physical activity.  May require exerting up to 20-50 pounds of force occasionally and/or 10-25 pounds of force frequently.  Required to stand, walk, or sit uncomfortably for extended periods and to push, pull, or lift medium heavy weights.  Regularly required to use hands to finger, handle, feel, or operate objects, tools, or controls and to reach with hands and arms.  Specific vision abilities required include close, distance, color, and peripheral vision; depth perception; and the ability to adjust focus.  Noise level is usually loud.  Occasional exposure to confined spaces, high voltage equipment, dust, grease, heat, cold, dampness, extremely disagreeable odors, heights, unknown levels of pathogenic bacteria, and other environmental aspects which may be considered unfavorable or disagreeable.  Regularly works near moving mechanical parts.  Significant potential exists for exposure to hazardous chemicals and gases and high temperatures.  Intermittent exposure to stress as a result of human behavior. Work non-typical rotating shift schedules including holidays.  Work stand-by and/or on-call schedules. 

Minimum Qualifications


Education:  High school diploma or equivalent.  Two (2) years vocational or apprentice program towards qualification as Journeyman mechanic.  Additional post high school education may be substituted for two (2) years of required experience on a year-for-year basis (experience on gas fired turbines preferred).

Experience:  Minimum of four (4) years full time directly related experience in operation and maintenance of diesel, dual fuel and natural gas generation and associated auxiliary equipment.  Proficient in using Microsoft Word, Excel and Google Documents.

Licenses and/or Certifications:  Must possess a valid driver license.  A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment. Must obtain “Level One GE LM6000” training certificate within first (2) years employment.

Preferred: Industrial HVAC certification or (2) years minimum work experience. Experience with operating and maintenance of Industrial HVAC systems, AC/DC/Gas welding and low to medium electrical voltage, understanding of Woodward Control Systems.


Knowledge, Skills, and Abilities

Knowledge of:

•         Materials, methods, tools, and equipment used in the maintenance and repair of diesel, electric, and dual-fuel electric engines; hydro and aero derivative turbine generating units; and all auxiliary equipment associated with power generation plants.

•         Types and levels of maintenance and repair activities generally performed in power generation plants.

•         Welding and pipe fitting.

•         Electrical AC and DC, electronics, pneumatics, fuel systems, cooling systems, generators, hydraulics, pumps, natural gas, and diesel engines.

•         Occupational Safety and Health Administration (OSHA) regulations pertaining to power generation plants including safe operations and maintenance of Co2 Fire suppression systems.

•         SCADA and plant DCS systems.

•         Programmable Logic Controller (PLC) and ladder logic programs.

•         Personal computers, including word processing, spreadsheet, and specialized software.

•         Ability to read and understand basic electrical and mechanical blueprints and schematics.

•         General understanding or knowledge of high voltage distribution and transmission systems.

Skills in:

•         Repairing diesel, electric, natural gas, and dual-fuel electric engines; hydro turbine generating units; and all auxiliary equipment associated with power generation plants using the needed tools.

•         Performing routine maintenance on diesel, electric, and dual-fuel electric engines; hydro and natural gas turbine generating units; and all auxiliary equipment associated with power generation plants and determining when and what kind of maintenance is needed.

•         Watching gauges, dials, or other indicators on diesel, electric, and dual-fuel electric engines; hydro and natural gas turbine generating units; and all auxiliary equipment associated with power generation plants to make sure the engine, generating unit, and all auxiliary equipment are working properly for efficiency and reliability.

Ability to:

•         Make skillful, controlled manipulations of small objects to repair equipment.

•         Manipulate tools such as screwdrivers, pliers, wrenches, or other similar tools in areas of limited space.

•         Adapt tools and materials to special problems.

•         Exercise sound judgment and resolve problems under pressure.

•         Use radio, phone, and other equipment pertaining to this position.
