Under the general supervision of the Traffic Control Supervisor, drives and operates a variety of mobile or stationary construction and maintenance equipment in support of streets maintenance programs for the City of St. George. This is skilled work in the specialized application of traffic control installation, maintenance and repair on city-maintained streets and facilities.
Essential Functions: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. 1. Transports and operates pavement marking equipment and materials.
2. Installs pavement markings and striping on city-maintained roads. Determines appropriate signage and placement of warning signs and barriers.
3. Inspects, maintains and repairs traffic signals.
4. As required, installs, maintains and repairs complex traffic signal control equipment.
5. Installs traffic control, warning, street, construction, and regulatory signs throughout the city.
6. Fabricates, repairs and maintains required signage.
7. Adheres to established governmental guidelines for uniformity, proper placement of signs and meeting standards in the interest of public safety.
8. Maintains and documents signage inventory.
9. Cleans, maintains and services required equipment used during performance of work assignments.
10. Utilizes welder, cutting torch, saws, shear, grinder, and other related equipment in the fabrication of signs and barricades.
11. Enters information into the computer. May utilize computer hardware and software to perform file management, graphic design and to produce essential reports.
12. Identifies underground electrical facilities pertaining to signalized intersections as required by Blue Stake Laws.
13. Performs other related work as required.
Typical Physical/Mental Demands/Working Conditions
Heavy physical activity exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Physical demands include climbing, balancing, stooping, kneeling, crouching, or crawling. May have to stand, walk, or sit in uncomfortable positions for extended periods Exposure to hot, cold, wet, humid, or windy conditions caused by weather. Exposure to constant to intermittent sounds of a pitch or level sufficient to cause marked distraction or possible hearing loss; shaking objects or surfaces; and conditions such as fumes, noxious odors, dusts, mists, gases, and poor ventilation that affect the respiratory system, eyes, or the skin. Intermittent exposure to stress as a result of human behavior.
Note: Persons in this classification may be required to work unconventional work hours or shifts during emergency situations. Must be available for on-call rotation and be able to respond within fifteen minutes.
Education: High school diploma or equivalent.
Experience: One year of street maintenance experience or equivalent combination of experience, education and training which provides the necessary knowledge, skills and abilities.
Licenses and/or Certificates:
Must possess a valid driver license. A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment.
• Possess, or obtain within six (6) months of hire, and maintain throughout employment a valid Class A, Utah Commercial Driver License (CDL) with tanker endorsements.
• Possess or must be certified within six (6) months of hire by the Utah Department of Transportation in Flagging and Work Zone Construction Signing.
• Must possess the ability to obtain an IMSA (International Municipal Signal Association) Traffic Signal Technician level one certification.
• Must possess the ability to obtain an IMSA Pavement Marking Technician Certification.
• All accredited certifications must be kept current. Failure to do so may result in loss of position.
Knowledge, Skills, and Abilities
Specialized Knowledge of:
• Laws and regulations relevant to fabrication, placement, and maintenance of traffic control devices and pavement marking.
• Methods, procedures, equipment and tools used in the repair and maintenance of traffic signals including programming and testing conflict monitors and loop detectors, programming controllers and video detection equipment.
• Laws and regulations relevant to the maintenance and repair of traffic signals.
Practical Knowledge of:
• Rules and regulations regarding commercial driving.
• The safe, effective operation and maintenance of hand and power tools and equipment to include welding and cutting torches.
• The safe operation of commercial vehicles to include aerial lift trucks.
• Effectively utilizing personal computer systems and applications in the performance of work assignments to include performing data entry, file management and graphic design.
• Troubleshoot problems and effectively make repairs on traffic signals.
• Effectively install pavement markings.
• Effectively service, maintain and operate vehicles and equipment in accordance with standard operating and safety procedures to include utilizing commercial vehicles for the transporting of equipment and materials.
• Provide instruction, training and direction to subordinate personnel.
• Interpret and apply established guidelines and procedures.
• Accurately read and follow blueprints and striping plans.
• Clearly and accurately communicate in writing and verbally.
• Take and pass written exams and hands on tests.
• Establish and maintain effective working relationships with associate personnel and the general public.
Schedule of work:
Monday through Friday 7:00am to 3:30pm
This position requires being “On-Call” every 6 weeks.
Requires working nights for approximately 6 weeks.
