Job Description

Position Summary

Under the direction of the Deputy Director over Park Planning, performs professional landscape architectural work for the City of St. George to implement the development and design of park and trail recreational facilities and other City owned property and facilities. This is a highly responsible position involving project management, planning, design and development of municipal land and facilities assisting the Deputy Director. This position is responsible for and takes charge of complex design teams and delegation of work tasks to other professionals and Park Planning Staff.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

1. Prepares, supervises and manages the design and construction of landscape architectural projects utilizing general design principals, City Standards and codes, and construction principals. Reviews plans submitted by consultants and subordinate staff and assures complete designs and specifications follow City standards. May supervise less experienced landscape architects and support staff.

2. Assists in managing, reviewing and performing long-range planning for major projects and may assign work to subordinate staff. Participates in consultant selection and approval of their scope of work.

3. Develops project estimates, budgets, project scheduling, phasing options that work with fiscal abilities and municipal needs. Initiates change orders and work orders for departmental approvals.

4. Reviews and approves reports of work done by others and reports on project status. Approves and prepares project documents, monitors and complies with bidding procedures and meets periodically with departmental staff to review project status.

5. Performs master planning for parks, trails, and other recreation and natural resources. Prepares park improvement plans as needed and required.

6. Prepares master plans, construction plans and documents, reports, grants, bid specifications, and quotes.

7. Conducts field work and special investigations for data gathering, and researches and coordinates data and plans with departments, divisions, committees, boards, organizations, commissions, public agencies, engineers, architects, landscape architects, and other design/planning professionals.

8. Prepares maps, sketches, exhibits, drawings, photographs, and other graphic materials.

9. Prepares and makes presentations to public, committees, boards, organizations, commissions, City Council, neighborhood groups, news media, and the public.

10. May represent the city on various ad hoc committees or statutory boards. Coordinates with city department officials and other government management personnel.

11. Assists with budget preparations, obtains bids and quotes, and authorizes purchases within authority level. Works with various other City Departments with preparing bid documents, processing payment requests from contractors, purchase orders, etc.

12. Reviews plans and construction documents, and assists in the development of design specifications, standards, plan review criteria, and other policies and procedures related to landscape architectural work.

13. Review development submittal documents related to parks, trails and streetscapes for conformance to City standards and compliance to the City Park and Trail Master Plan. Coordinates with the Community Development Department as directed by the Deputy Director over Park Planning.

14. Develops and supervises projects such as capital improvements program for public facilities from needs assessment through project selection; serves as advisor on facility expansions in parks and recreation, street improvements and related projects.

15. Administers and monitors contracts, inspects project sites during construction, and monitors contractor performance.

16. Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

Requires frequent standing, walking, sitting, bending, and driving. Requires moderate physical activity. May push, pull, or lift up to 50 pounds. Requires the ability to work under pressure of established deadlines. May be exposed to stress as a result of human behavior. Requires the ability to work extended hours when necessary. Requires self-motivation, initiative, and confidence. Work conducted in both an outdoor setting and an office environment. Must be able to work in extreme hot or cold weather. May be exposed to disagreeable environmental elements.


Minimum Qualifications

Qualifications

Education: Bachelor or master’s degree in landscape architecture or a related field from a fully accredited college or university.

Experience: Five (5) years of paid professional level work experience performing planning, design, and construction management of landscape architectural projects. Experience must include a minimum of one year of delegation to and direction of work for subordinate staff and/or leadership roles as the landscape architect-in-responsible charge in the successful completion of major landscape architectural projects. Experience specific to planning, design and construction management of public parks, paved trails, and streetscapes is preferred.

Licenses and/or Certification:

• Must possess a valid driver license. A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment.

• A State of Utah Landscape Architect license required. Applicants licensed out of state must obtain a State of Utah license within six (6) months of employment.

Knowledge, Skills, and Abilities

Knowledge of:

• Design principles and practices of landscape architecture, public parks, recreation facilities, and municipal planning.

• Materials, methods, practices, and equipment used in park maintenance and construction.

• Principles and practices of construction management and administration.

• City policies, regulations, and procedures pertaining to municipal operations.

• ADA design standards, principles and practices as it pertains to municipal project design and implementation.

Skills:

• Possess excellent organization, communication, and analytical skills.

Ability to:

• Read, write, and communicate at a professional level in English.

• Use office equipment such as computers, calculators, copiers, and fax machines.

• Interpret and apply pertinent federal, state, and local laws and regulations.

• Interpret and analyze documents, plans, proposals, and specifications.

• Prepare documents pertaining to complex issues in written, oral, and graphic form.

• Operate and proficiency in a variety of computer hardware and software programs in preparation of design and construction documents. These include but are not limited to AutoCAD, Adobe InDesign Suite, Sketch-Up, Microsoft Office Suite, etc.

• Visit construction and work site locations in a safe and efficient manner.
