Job Description

Position Summary

Under the direction of the Technology Division Manager, performs a variety of administrative and technical duties for the City of St. George related to the support, development, and implementation of Microsoft SQL Database Servers, Hyland OnBase Enterprise Content Management systems, and ABBYY FlexiCapture with a large focus on data transformation, automation, optimization, workflows, and reporting. Other database systems, such as MySQL and PostgreSQL, may also require integration and management.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

1. Enterprise Content Management (approximately 80% of workload)

a. Designs, develops, tests, implements, and supports OnBase applications to fulfill the business functions of the city.

b. Work closely with city departments to gather requirements, document core functionality, obtain user acceptance, oversee training, and provide application support for Hyland OnBase projects.

c. Utilizes OnBase features such as document storage, Unity Forms, Reporting Dashboards, Workflow, and other Hyland addons.

d. Configures ABBYY FlexiCapture for streamlined document scanning.

e. Creates and manages fillable forms to capture data using Onbase Unity Forms and similar applications.

2. Database Administration (approximately 15% of workload)

a. Provides coordination of all database systems programming, development, integration, and maintenance.

b. Applies effective database management practices, and ensures system security, data integrity, and quality control activities.

c. Analyze proposed software within the city’s environment and address any concerns with their proposed database requirements.

d. Works with Systems Engineer to analyze and resolve database and server problems. Ensures integrity of database backups.

e. Creates, manipulates, verifies, transforms, displays, and loads database data. In most cases, will automate these tasks to run on a scheduled and/or on demand basis.

f. Coordinates the implementation of related departmental applications and transforms data from existing data to fit new schemas and structures, often cross-server and cross-application.

g. Keeps database environment secure, patched, and up to date.

h. Performs ad-hoc queries on request.

i. Manages database users and security access.

j. Plans, implements, and administrates a content/records management system.

3. Uses SSRS and other tools to publish reports, dashboards, KPI’s, and BI (business Intelligence) metrics, other Duties (About 5% of workload)

a. Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

Comfortable working conditions. Intermittent sitting, standing, and walking. Uncomfortable conditions may include stooping, crouching, bending, etc. Ability to lift or move medium to heavy weights up to 50 pounds. Exposure to stress as a result of human behavior and irregular working hours required to get equipment or programs set up or repaired under department time constraints.


Minimum Qualifications

Qualifications

Education and Experience:

Level I: High school diploma or equivalent. Some knowledge of database concepts, design, and programming techniques.

Level II: High school diploma or equivalent. Minimum of one (1+) year of technical and/or programming experience or training and knowledge of database management, concepts, design, and programming (T-SQL) techniques and one (1+) year of ECM experience, preferably with Hyland OnBase.

Level III: Bachelor’s degree in Computer Science or related field or MCSE: Data Management and Analytics. Minimum of two plus (2+) years full time experience in SQL Server programming and administration and (2+) years of ECM experience, preferably with Hyland OnBase. Additional experience may be substituted for education.

Licenses and/or Certifications: MCDBA, MCSA: SQL Server, and/or MCSE: Data Management and Analytics, OnBase Certified System Administrator (OCSA), OnBase Certified Workflow Administrator (OCWA), and/or equivalent preferred.

Knowledge, Skills, and Abilities

Knowledge of:

• Level I:

o Microsoft SQL Server (2005 and above).

o Ad-hoc and procedural T-SQL querying, programming, and automation.

o XML/HTML

o Basic programming fundamentals

• Level II:

o Level I knowledge

o ABBY

o Microsoft SQL Reporting Services/SSRS

o Database design, normalization, and optimization

o Database security

o ODBC and Linked Servers

o Data Replication

o Performance Monitoring

o Create, manipulate, verify, transform, display, load, and automate database data.

o Efficient cross-server querying methods

• Level III:

o Level II knowledge

o Business Intelligence

o Microsoft SSRS and PerformancePoint to create reports and dashboards

Ability to:

• Install, configure, and maintain several SQL Server databases along with related applications.

• Communicate technical information to technical and non-technical co-workers.

• Read, understand, and create ERDs.

• Communicate effectively, both orally and in writing.

• Provide technical guidance.

• Work independently and make decisions related to job function.

• Manage multiple projects and prioritize effectively.
