Job Description

Position Summary

Under the direct supervision of the City of St. George Recreation Supervisor, performs a variety of sport supervising functions and monitoring at several recreational facilities throughout the City. Assists with planning, marketing, developing, organizing, implementing, and evaluating community wide sport programs.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

1. Opens and closes the recreational facility, including turning on and off the complex lights as needed, opening and closing the needed rooms and gates, opening and closing restrooms, posting schedules, ensuring that each field/court has sufficient number of sports balls and other equipment, and getting all games started on time.

2. Ensures there are the correct amount of referees/umpires and scorekeepers on each court/field.

3. Monitors the games and the recreational facility. Enforces City rules on smoking, drinking, and safety.

4. Provides support to the referee/umpires on the field if there are problems with coaches and/or players.

5. Writes incident reports on coaches/players if there are problems and/or ejections on the field, and writes any accident reports based on City and department policies. Ensures that referees and umpires write up all ejections or incidents.

6. Monitors the games and tracks winners and losers.

7. Updates scores online and at sites. Maintains the brackets on a game by game basis in tournaments. Answers coach, player, and fan questions on the brackets, where their next game will be played, and directions to the field.

8. Settles game protests on the field for all league play, and forms a protest committee as needed to settle protests for tournaments.

9. Presents awards to winning teams for both league and tournament plays. Takes pictures of sports action and of the winners at the award ceremony.

10. Turns in all game and tournament results to the Recreation Coordinator.

11. Assists in developing a comprehensive sport program that includes scheduling, bracketing, organizing, publicizing, directing, and evaluating.

12. Works with Sport Coordinators to communicate the philosophy and objectives of the program to referees/umpires, other supervisors, and the public.

13. Works as a team member to maintain/improve effectiveness and efficiency, and to meet the realistic expectations of the patrons.

14. Assists in staff training, assignments, recruiting, and evaluation of all staff.

15. Performs other related duties as required.

Minimum Qualifications


Education: High school diploma or equivalent.

Level I Experience: Background in umpiring and coaching is a plus. Preference given to people with a background in physical education or recreation.

Level II Experience: Registered high school sports official, with a minimum of 20 games at the JV or Varsity level. Or a registered umpire in sanctioned association (AFA/USA) evaluated as a tournament level umpire.

Licenses and/or Certifications:

• Must have a valid driver license. A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment.

• CPR, First Aid, and AED certifications must be obtained within 60 days of hire and be maintained throughout employment.

Knowledge, Skills, and Abilities


• Working knowledge of rules and referee/umpire mechanics in a variety of sports.

• Working knowledge of league and tournament brackets with ability to make minor changes in the brackets as needed during league and tournament play.

• Knowledge of park and field maintenance.

• Basic knowledge of computers.


• Must be highly motivated with a good work ethic.

• Must be customer service oriented, and have excellent public relations skills.

Ability to:

• Communicate effectively, both in writing and orally, with coaches, players, and fans.

• Handle tense situations by communicating with coaches and players.

• Physically be on the court/field and support the referee in tense and sometimes emotional situations. Experience in defusing tense and emotional situations is a plus.

• Accurately write reports, including descriptions of situations, injuries, and coach/player ejections.

• Communicate with umpires on field assignments, mechanics, and field situations and ability to report problems to the Recreation Coordinator.
