Job Description

Position Summary

The City of St. George is one of the largest cities in Utah and offers a diverse spectrum of services to our citizens including police, fire, public safety dispatch, energy, water, wastewater collection and treatment, a regional airport, public bus system, parks and recreation, and many other municipal services. This position works under the general administrative direction of the Assistant City Manager of Administration and administers a wide variety of budget and financial planning functions for the City of St. George, including applicable budget reports, public notices, and financial surveys.  Monitors city expenditures, revenues, grants, and shared funding from both state and federal sources.  This is a professional managerial position requiring in-depth expertise in a broad range of municipal budgeting and finance for multi-faceted governmental services, programs and functions.

 

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics.  The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

1.            Works with various departments and funds throughout the city for implementation of the City’s annual budget. Prepares forms, instructions, training, schedules, analysis, forecasting, and other services necessary in preparing the City’s annual budget and budget amendments.

2.            Prepares the budget and submits it to the City Manager for review and presentation to the mayor and city council.

3.            Prepares all public notices and advertising applicable to the budget process under Utah State law.  Prepares applicable budget reports for the State Auditor’s office.

4.            Works with various departments and funds throughout the city to implement capital planning budgets in connection with impact fees and other costs of services necessary for growth to ensure equitable sharing of costs.

5.            Monitors city expenditures and revenues in relation to the operating budget.  Prepares monthly financial reports for the mayor and city council documenting the progress of funding and expenditures.

6.            Responds to special project requests by the City Manager or other department heads in a staff support manner regarding financial matters.

7.            Prepares various financial analyses and surveys throughout the fiscal year.

8.            Assists departments in their grant administration functions for all grants and shared funding from both state and federal sources.  Monitors departments and funds reporting of these grants to ensure compliance with applicable legal requirements.

9.            Establishes billings and administers collection of Special Improvement Districts (SIDs) as created by City Council.  Determines payoff amounts for SIDs and arranges for payment of delinquent amounts or institutes foreclosure procedures.

10.        Facilitates and may take lead responsibility for financial tracking and recordkeeping for special projects with the city such as FEMA, CDBG, and Economic Development Agencies.

11.        Works with outside consultants and city personnel in relation to the selling of city bonds for various projects as needed. Assists in the preparation and tracking of bond reimbursement requests and related fund transfers.

12.        Participates on various interdepartmental financial-related committees including, but not limited to, the Health Care Committee, Compensation Plan Committee, Investment Committee, financial software implementation committee, audit committee, etc.

13.        Reviews and approves expenditure vouchers as prepared by accounts payable for the payment of city expenditures to ensure compliance with city policies and procedures.

14.        Assists in the preparation of the city’s Annual Financial Report (AFR). Works with the Administrative Services/Finance Department in the completion of the annual fiscal year audit as required by state law.

15.        Performs other related duties as required.

 

Typical Physical/Mental Demands/Working Conditions

Light physical effort.  Comfortable working conditions handling light weights.  Intermittent sitting, standing, and walking.  Considerable exposure to stressful situations as a result of human behavior and deadlines. Attendance at night meetings or irregular working hours may be required.

 


Minimum Qualifications

Qualifications

Education: Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, business administration, public administration, or related field. A Master’s Degree in the afore-mentioned fields is strongly preferred.

Experience: Minimum of five (5) years full time progressively responsible experience in areas related to municipal budgeting, financial administration, auditing, public investment procedures, or closely related area, of which two (2) years in a supervisory capacity is preferred.  Experience with municipal governments having a broad spectrum of functions, services, and departments is strongly preferred. Related experience may be substituted for education on a year-for-year basis.

Licenses and/or Certifications:  A valid Utah State Driver License. Certification as a CPA in the State of Utah or ability to obtain CPA certification is preferred.

 

Knowledge, Skills, and Abilities

Knowledge:

         Thorough knowledge of governmental accounting and budgeting principles and practices. Experience in local government accounting and budgeting is preferred.

         Sound knowledge of computer applications and various software programs. Specific knowledge of Microsoft Office Excel spreadsheets at an Intermediate to Advanced Level is required which includes the ability to effectively create data tables, pivot tables, and graphs.

 

Skills:

         Strong technical research skills and extensive experience in analyzing financial data, results, and reports.

         Excellent skills in problem solving and developing financial models, forecasting outcomes under different scenarios, and formulating strategic financial recommendations.

 

Ability to:

         Communicate effectively and concisely both orally and in writing; and through formal presentations.

         Work effectively without direct supervision; and ability to work both individually and in a team atmosphere.

         Direct, motivate, mentor, team-build, and elevate subordinates. Prepare performance evaluations.

         Effectively plan, coordinate, and accurately accomplish projects that have considerable or pressing deadlines and/or high priorities.

         Keep up-to-date technically and apply new knowledge to job.

         Develop and maintain effective working relations with elected officials, department heads, subordinates, the public, and officials and employees of other jurisdictions.
