Building Inspector II (Commercial) Salary Range: 50 ($50,766 - $63,457/year DOE)
Individuals hired in this position have the opportunity to progress up to $76,148/year, which is the maximum salary for this position as of December 2019.
Inspects residential and/or commercial construction activities, individual property sites, and business activity uses for the City of St. George. Inspects buildings and properties in the city for adherence to one or more city building, housing, or zoning codes.
Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.)
1. Inspects residential and/or commercial buildings or structures for adherence to structural safety, fire safety, building, mechanical, plumbing, electrical, zoning, and related codes, regulations, or requirements, including site development and flood plain regulations. On request of fire or utility departments, may inspect for damaged systems or structures to ensure safety for occupants.
2. Examines plans, blueprints, and specifications for new construction and remodel work to gain understanding of specific job requirements. Calculates ability of material or equipment used in construction to carry imposed loads and meet code requirements, interprets engineered truss sheets, and utilizes computer to determine stress and loading on beams and structural members. Interprets pertaining code for contractors and the public.
3. Inspects private residential and/or commercial sites in city to assure compliance with housing laws and specific engineering criteria. Receives complaints concerning zoning and housing violations and checks to determine if such violations exist. Notifies parties not complying with law and explains changes required, including correspondence with persons previously contacted concerning violations. Develops written evidence for possible legal action. Files complaints against violators who do not comply after proper notification and maintains file of written and photographic documentation on each case. When necessary, testifies in court.
4. Interprets building, plumbing, mechanical, or electrical code for contractors and the public. Recommends alterations for compliance with code and mitigates code disputes between builders and owners.
5. Issues correction notices, violation red tags, and stop work orders for work being done contrary to code provisions or approved plans.
6. Examine construction documents for code compliance.
7. Performs other related duties as required.
Typical Physical/Mental Demands/Working Conditions
Physical discomfort when on construction or building inspections. Exposure to heat, dust, noise, and power equipment. Must be able to climb on top of and underneath manufactured housing to inspect bolting, setup, and utility connections. Intermittent exposure to stress as a result of human behavior.
Education and Experience: Five (5) years education related to building construction or full time experience working in construction industry in variety of construction phases or code enforcement. Education and experience are exchangeable on a year-for-year basis but must include journey level equivalence in one or more crafts involved in performance of above duties. Experience as a general contractor, plumbing, electrical, mechanical, or subcontractor and working knowledge of city building and zoning codes, site development, and flood hazard ordinances preferred.
Licenses and/or Certifications:
• Residential certification from ICC in the following: Building Inspection, Electrical Inspection, Plumbing Inspection and Mechanical Inspection. All certifications and state licensing must be kept current. Failure to do so may result in loss of position.
• Commercial certification from ICC in the following: Building Inspection, Electrical Inspection, Plumbing Inspection and Mechanical Inspection. All certifications and state licensing must be kept current. Failure to do so may result in loss of position.
• Must possess a valid driver license. A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment.
Knowledge, Skills, and Abilities
• International Building Codes and City Zoning Code, including the areas of plumbing, mechanical, electrical (ANSI.117.1), and general construction.
• All types of building, plumbing, mechanical, and electrical systems to include familiarity with conventional methods and materials used, including ability to read and understand blueprints and plans.
• Principles of construction.
• Basic planning and zoning principles.
• Correct English usage, spelling, and grammar.
• Well developed sense of strategy and timing.
• Math as it pertains to calculation of loads, spans, capacities, areas, etc.
• Professionally furnish and obtain information from other departments.
