Job Description

Position Summary

Under general supervision of the Public Works Director, supervises the operation of the City of St. George transit system.  Duties include planning, development, and administration of the transit system; coordination of related federal government programs; and grant administration.  Acts as a liaison with the business community, citizen groups, and federal and state agencies. 

 

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics.  The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

1.            Supervises the office staff, advertising manager, and supervisors, including overseeing the recruitment, training, performance evaluations, and resolution of personnel issues. Manages Federal Compliance and grants in coordination with the procurement specialist and coordinates with the fleet manager on personnel in the fleet division that are paid with Federal Transit Administration (FTA) funds through the Transit budget.

2.            Assists in preparing and administering the annual budget for the Transit Division.  Pursues funding for capital projects.

3.            Administers Transit Division operating contracts; administers and implements the transit capital improvement program; plans, develops, and implements transit marketing programs; oversees transit operations to streamline work processes and provide quality customer service; and researches and implements rates and charges.

4.            Responsible to obtain, oversee, and administer federal and state grant funding; ensures accurate and timely grant application; and assures on-going compliance with funding regulations, reports requirements, and policies.  Generates reports and maintains awareness of federal and state mandated procedures. 

5.            Monitors state and federal legislation to identify new legislation and other changes that may impact the Transit Division operation.

6.            Handles the daily operations of the City’s transit system, including ensuring compliance with federal and state laws governing transit operations.

7.            Oversees the scheduling and assignment of daily bus routes and drivers.  Schedules and assigns extra trips.

8.            Schedules an efficient and effective routing system.

9.            Oversees resolution of mechanical problems, route delays, and passenger related problems.  Provides support services to drivers, including providing necessary materials and supplies.

10.        Provides guidance and instruction in resolving service interruptions or delays.  Monitors services and gathers information that might affect service.

11.        Maintains records of work performed, and makes timely reports of accidents, incidents, and unusual occurrences.  Assists in investigation of accidents involving transit system vehicles and assists bus operators in preparation of accident reports.

12.        Develops, coordinates, provides and assigns staff training and safety programs.

13.        May perform routine vehicle inspections to ensure that they are in a clean and operable condition, including checking the oil, fuel, brakes, lights, windshield wipers, and water and tire pressures. Identifies need for service.  Coordinates and follows-up on bus maintenance and repairs.

14.        Investigates citizen complaints involving transit vehicles and employees.  Ensures citizens receive correct information in a courteous, clear, and professional manner.

15.        Develops and implements systems to maintain records on employees, equipment, compliance, and/or maintenance activities.

16.        Serves as agent for SunTran bus ticket sales and develops and distributes rider guides.

17.        Maintains a record of lost items on the buses, contacts owners when information is available, supervises the storage of lost items, and preparation for disposal of lost items.

18.        Operates two-way radio system.

19.        Prepares marketing and promotional programs for promoting the transit system through radio, newspaper, and the Internet.  Makes presentations and speeches to promote positive public relations and informs the media of division activities. 

20.        Handles publication of informational material such as bus schedules and brochures.

21.        Ensures federal programs compliance and prepares for FTA inspections.

22.        Performs other related duties as required.

 

Typical Physical/Mental Demands/Working Conditions

May work indoor, sitting, with the ability to move at will and work in the field monitoring and reviewing transit activity.  A computer keyboard is used for entering and retrieving data and preparing documents. May work outdoor in a variety of weather conditions, including cold, extreme heat, and rain when responding to accident scenes, or when supervising and/or assisting transit drivers.  Vision to read printed materials and drive a vehicle, and hearing and speech to communicate in person and over the radio. Intermittent exposure to stress as a result of human behavior. Frequent exposure to pressure related to management and deadlines.

Note:  Assignments may include early morning, late evening, weekend, and holiday work shifts.


Minimum Qualifications

Qualifications

Education: Graduation from an accredited college or university with a bachelor’s degree in business, transportation, or related field. An advanced degree in business management, leadership or transportation is desired.  Current paid work experience may be substituted on a year for year basis.

Experience:  Minimum of seven (7) years full time paid work experience in a public transit and/or public transportation related field.  Minimum of five (5) years in a high-level supervisory/management role. Experience with customer service is desired. Preferred two (2) years grant application and compliance with Federal Transportation Administration (FTA) experience.

Licenses and/or Certifications:

•         Possess a valid driver license.  A valid Utah Driver License must be obtained within 60 days of hire.  A valid Utah Class B, with passenger endorsement, Commercial Driver License must be obtained prior to end of probation and be maintained throughout employment. 

 

Knowledge, Skills, and Abilities

Knowledge of:

•         Basic supervisory principles and practices.

•         General principles and practices of contract administration, including specification development, bid evaluation, and performance auditing.

•         Laws, rules, and regulations for operating a motor vehicle in Utah.

•         Federal, state, and local laws and regulations pertaining to the safe operation of transit vehicles.

•         Streets and roads located within the City.

•         Operational characteristics of passenger buses preferred.

•         Techniques for dealing with a variety of individuals from various socio-economic, ethnic, and cultural backgrounds.

Skills:

•         Public relations and negotiation skills to effectively influence customers, clients, and the public in face-to-face, one-on-one, or group settings and over the telephone.

•         Computer literate in word processing, spreadsheets, and the internet.

•         Maintaining accurate records of work performed.

•         Working without close supervision.

Ability to:

•         Train less experienced workers.

•         Communicate in English at a business level with clearly organized thoughts and using proper sentence construction, punctuation, and grammar.

•         Establish and maintain effective working relationships with elected officials, department heads, co-workers, and the public.

•         Accurately investigate accidents, prepare insurance and City and state reports, and make safety recommendations.
