Streets Technician - Asphalt Starting Salary: 42 ($41,666/year)

Individuals hired in this position have the opportunity to progress up to $62,498/year, which is the maximum salary for this position as of December 2018.

 

Position Summary

Under the general direction of the Streets Crew Supervisor, oversees the daily operations of a crew for the City of St. George.  Notifies Blue Stakes, informs Encroachment Officer, and coordinates traffic plans and the placing of traffic control devices. Must have knowledge of materials for specific job tasks and possess the ability to calculate quantities, including installation and repairs to asphalt roadways, chip seal operation, shoulder backing, leveling courses, and pothole repair.

 

Essential Functions (Essential functions, as defined under the Americans with disabilities Act, may include the following tasks, knowledge, skills, and other characteristics.  The list of tasks is illustrative only and is not a comprehensive listing of all the functions and tasks performed by positions in this class.)

1.            May assume the duties of a crew supervisor in the supervisor’s absence.  Duties may include supervision of specialized street maintenance and road repair such as street repairs, roadside and shoulder maintenance, chip seal, and various other related duties.

2.            Proficiently operates all of the following items of heavy construction equipment: loader, backhoe, asphalt paver, roller, oil distributor, grader, skid steer equipment, and dual transmission trucks, including 10-wheel dump trucks.

3.            Determines the best means and methods necessary for a specific job.  Resolves issues involving work assignments.

4.            Reports personnel issues, grievances, and disciplinary problems to Crew Supervisors.

5.            May operate various pieces of equipment and perform minor maintenance on the equipment such as flarity box, rollers, pavers, concrete or asphalt saw, air jackhammer, etc.

6.            Operates equipment for projects such as finish grading of a road base, excavating to engineering grades, excavating trenches for storm drains, and setting grades for pavement repairs.

7.            Performs other related specialized work as required.

 

Typical Physical/Mental Demands/Working Conditions

Moderately heavy physical activity.  Required to push, pull, or lift medium to heavy weights.  Difficult working positions. May have to stand, walk, or sit in uncomfortable positions for extended periods.  Moderate exposure to disagreeable elements such as dust, fumes, noise, dampness, cold, heat, or grease. Occupational safety and health hazards may be encountered under controlled conditions.  Intermittent exposure to stress as a result of human behavior.

 

Note:  Persons in this classification may be required to work unconventional work hours or shifts.


Minimum Qualifications

Qualifications

Education:   High school diploma or equivalent.

Experience:  Minimum of four (4) years full time experience in proper and safe operation and maintenance of various types of construction equipment.  Must be able to operate all equipment safely and proficiently.

Licenses and/or Certifications:

        Possess a valid commercial driver license (CDL) Class A with tanker and hazmat endorsements.  A valid Utah Commercial Driver License Class A with tanker and hazmat endorsements must be obtained within 60 days of hire and be maintained throughout employment.

        Possess a Utah Department of Transportation Certificate in construction signing and flagging.

        Possess a valid State of Utah, Department of Agriculture and Food Certified Herbicide Applicator License.  Required for applying Roundup, Weedmaster, and pre-emergents to open spaces, edge of oil and along curb, gutter and floodways.

        Possess a Technology Transfer Center (T²) Certificate for backhoes and graders. Ability to cut grades to red heads for construction of graveled roadways.  May be required to excavate next to fiber optics lines or high-pressure gas lines.

 

Knowledge, Skills, and Abilities

Knowledge of:

        General Occupational Safety and Health Administration’s (OSHA) construction standards, including trenching and confined space safety.

        Federal Highway Administration’s Manual of Uniform Traffic Control (MUTCD) Part II a, b, c, d, Part III, IV, VI, and VII.

        EPA requirements such as the disposal and use of toxic material, i.e., fuels, road oils, chemical solvents, etc.

        Thorough understanding of the laws governing operation of motor vehicles and equipment required to    operate.

        General knowledge of the Cityworks Database Program and procedures for service requests and work orders.

Ability to:

        Work on special projects such as parking lots, golf course cart paths, and walking trails.

        Write reports and keep records of labor and material usage.

        Make math calculations related to typical duties such as grade cuts and fills.

        Read and interpret construction drawings and prints.

        Establish and maintain effective working relations with other supervisors, coworkers, subordinates, and the public under varying circumstances.

        Detect needed repairs and make necessary adjustments to equipment, i.e., chip spreader, grader, backhoe, rollers, water truck, etc.

        Read and write in English at a business level.
